This gamepass makes you a full Hangout Moderator, you recieve the Hangout Moderator rank in the group, "Moderator" overhead title, admin commands such as :fly and :invisible and :teleport and the ability to ban and kick people from the game. You also join the staff communications server for support and to speak to other moderators.
