Unlock access to priority signal pre-emption on all equipped intersections in the game.

*NOTE:
An Opticom traffic signal device controls the intersection when an emergency vehicle is detected to be approaching.
- When the emitter is flashing, it means an emergency vehicle is approaching from an opposite or cross direction
- When the emitter is solid, it means an emergency vehicle is approaching from behind and you must move clear of the vehicle
