HowResident evil 2 started when Umbrella Corporation created the T-virus. The T-virus was an infected virus that would spread Raccoon City. The T-virus was a dangerous virus that could cause potential side-effect of killing and reanimating the infected led. What worse that had happen was that William Birkin had injected the G-Virus which led William Birkin turn into a Mutated zombie. Luckily Leon  Stop the Mutated William Birkin.
