how to get promoted: regularly talk and discuss on the group wall, whether this be in the role play or talking about doctor who etc. or generally being productive for the group- if by adverts builds etc.This will no doubt get you notice either by me (LORD PRESIDENT) or council, high council, or  lord minister. Said person will then make a suggestion to their superior me or/and the lord minister. Once the recommendation has been placed, their is a high chance of promotion.
