As such, the nation's defenses were officially maintained by the regional Lords, but as the less industrialized, pro Shogun north grew poorer and poorer, the responsibility fell largely to the southern half of the nation. In 1881 various central domains revolted against the new order. The lands and properties of many of these clans, though mainly the Matsumae clan, would be appropriated by the Federal government and the new Federal Army. Future ordinances would reduce the maximum size and influence of regional armies and would regularly recruit from them.
