Under the Versian Empire, the Sector of Vierna has been dignified as the capital of the Empire, with a large proportion of financing going to Vierna City. Due to it's inhospitable conditions to the north, it ensures that the primary city and surrounding subordinate towns are relatively easy to defend against looming insurrection.
